A watch is typically issued 48 hours before<br \/>\nthe anticipated first occurrence of tropical-storm-force winds,<br \/>\nconditions that make outside preparations difficult or dangerous.<\/p>\n<p>A Tropical Storm Watch means that tropical storm conditions are<br \/>\npossible within the watch area, generally within 48 hours.<\/p>\n<p>Interests elsewhere in Hispaniola and in the Florida Peninsula and<br \/>\nthe Florida Keys should monitor the progress of Matthew.<\/p>\n<p>For storm information specific to your area in the United<br \/>\nStates, including possible inland watches and warnings, please<br \/>\nmonitor products issued by your local National Weather Service<br \/>\nforecast office. For storm information specific to your area outside<br \/>\nthe United States, please monitor products issued by your national<br \/>\nmeteorological service.<\/p>\n<p>DISCUSSION AND 48-HOUR OUTLOOK<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br \/>\nAt 1100 AM EDT (1500 UTC), the eye of Hurricane Matthew was located<br \/>\nin the Gulf of Gonave near latitude 18.9 North, longitude 74.3 West.<br \/>\nMatthew is moving toward the north near 10 mph (17 km\/h). On this<br \/>\ntrack the eye of Matthew will move over the Windward Passage and<br \/>\neastern Cuba today. A turn toward the north-northwest is expected<br \/>\nby Wednesday, followed by a northwest turn Wednesday night. Matthew<br \/>\nis expected to move near or over portions of the southeastern and<br \/>\ncentral Bahamas tonight and Wednesday, and approach the northwestern<br \/>\nBahamas Wednesday night.<\/p>\n<p>Maximum sustained winds remain near 145 mph (230 km\/h) with<br \/>\nhigher gusts. Matthew is a category 4 hurricane on the Saffir-<br \/>\nSimpson Hurricane Wind Scale. Some fluctuations in intensity are<br \/>\npossible during the next couple of days, but Matthew is expected to<br \/>\nremain a powerful hurricane through at least Wednesday night.<\/p>\n<p>Hurricane-force winds extend outward up to 60 miles (95 km) from the<br \/>\ncenter and tropical-storm-force winds extend outward up to 185 miles<br \/>\n(295 km).<\/p>\n<p>The estimated minimum central pressure is 950 mb (28.06 inches).<\/p>\n<p>HAZARDS AFFECTING LAND<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br \/>\nWIND: Hurricane conditions are already affecting the southwestern<br \/>\nportion of Haiti, and these conditions will spread northward today.<br \/>\nHurricane conditions are expected to reach eastern Cuba later today,<br \/>\nthe southeastern Bahamas Tuesday evening, the central Bahamas on<br \/>\nWednesday, and the northwestern Bahamas Wednesday night. Tropical<br \/>\nstorm conditions are expected to continue spreading across the<br \/>\nremainder of Haiti today, eastern Cuba later this morning, the<br \/>\nsoutheastern Bahamas later today, and the central and northwestern<br \/>\nBahamas Tuesday night and Wednesday, making outside preparations<br \/>\ndifficult or dangerous.<\/p>\n<p>Tropical storm conditions are expected in portions the Dominican<br \/>\nRepublic within the warning area today, and will spread northward<br \/>\ninto the Turks and Caicos Islands tonight.<\/p>\n<p>Hurricane conditions are possible in the hurricane watch areas in<br \/>\nCuba tonight with tropical storm conditions possible later today.<\/p>\n<p>Hurricane conditions are possible within the hurricane watch<br \/>\narea in Florida by late Thursday, with tropical storm conditions<br \/>\npossible by early Thursday. Tropical storm condition are also<br \/>\npossible in the Florida tropical storm watch area by early Thursday.<\/p>\n<p>RAINFALL: Matthew is expected to produce total rainfall amounts in<br \/>\nthe following areas:<\/p>\n<p>Southern Haiti and southwestern Dominican Republic&#8230;15 to 25<br \/>\ninches, isolated 40 inches<br \/>\nEastern Cuba and northwestern Haiti&#8230;8 to 12 inches, isolated<br \/>\n20 inches<br \/>\nEastern Jamaica&#8230;4 to 6 inches, isolated 10 inches<br \/>\nThe Bahamas&#8230;8 to 12 inches, isolated 15 inches<br \/>\nTurks and Caicos Islands&#8230;2 to 5 inches, isolated 8 inches<br \/>\nNortheastern Haiti and the Northern Dominican Republic&#8230;1 to 3<br \/>\ninches, isolated 5 inches<br \/>\nWestern Jamaica&#8230;1 to 2 inches, isolated 3 inches<br \/>\nUpper Florida Keys northward to coastal east-central Florida&#8230;.4 to<br \/>\n7 inches, isolated 10 inches<br \/>\nMiddle to Lower Florida Keys&#8230;.1 to 3 inches, isolated 5 inches<\/p>\n<p>Life-threatening flash floods and mudslides are likely from this<br \/>\nrainfall in southern and northwestern Haiti, the southwestern<br \/>\nDominican Republic, and eastern Cuba.<\/p>\n<p>STORM SURGE: The combination of a dangerous storm surge and large<br \/>\nand destructive waves could raise water levels by as much as the<br \/>\nfollowing amounts above normal tide levels&#8230;<\/p>\n<p>Southern Coast of Cuba east of Cabo Cruz&#8230;7 to 11 feet<br \/>\nSouth Coast of Haiti&#8230;7 to 10 feet<br \/>\nNorthern Coast of Cuba east of Camaguey&#8230;4 to 6 feet<br \/>\nJamaica&#8230;2 to 4 feet<br \/>\nGulf of Gonave in Haiti&#8230;3 to 5 feet<br \/>\nSouthern coast of the Dominican Republic&#8230;1 to 3 feet<br \/>\nThe Bahamas&#8230;10 to 15 feet<\/p>\n<p>Surge-related flooding depends on the relative timing of the surge<br \/>\nand the tidal cycle, and can vary greatly over short distances.<br \/>\nLarge waves generated by Matthew will cause water rises to occur<br \/>\nwell in advance of and well away from the track of the center.<\/p>\n<p>SURF: Swells generated by Matthew will continue to affect portions<br \/>\nof the coasts of Hispaniola, Jamaica, eastern Cuba, and the<br \/>\nCaribbean coastline of Central America during the next few<br \/>\ndays. Swells from Matthew will begin affecting portions of the<br \/>\nBahamas on Tuesday. These swells are likely to cause life-<br \/>\nthreatening surf and rip current conditions.
